The documents contained in this section provide the foundational framework for our Civil Liberties Program.

  • Public Law 110-53, "Implementing Recommendations of the 9/11 Commission Act of 2007"
    • Establishes statutory requirements regarding the protection of civil liberties
    • Requires the Department of Defense (DoD) and other Federal agencies to designate not less than one senior official to advise the Secretary on civil liberties matters and to fulfill specific statutory obligations.

  • Public Law 108-458, "The Intelligence Reform and Terrorism Prevention Act of 2004, as amended"
    • Reforms the intelligence community and the conduct of intelligence-based activities of the United States government
    • Establishes the Privacy and Civil Liberties Oversight Board, and provides for a privacy and civil liberties officer within the DoD and other federal agencies

  • Executive Order 12333, "United States Intelligence Activities, as amended"
    • Governs the conduct of United States intelligence activities, and affirms the Government's commitment to protecting privacy and civil liberties

  • The U.S. National Commission on Terrorist Attacks Upon the United States, The 9/11 Commission Report
    • The official report of the events leading up to the September 11, 2001 attacks, issued by the National Commission on Terrorist Attacks Upon the United States
